Devalle Clay brings a rare blend of military intelligence, cybersecurity leadership, and large-scale training expertise to every stage he steps on. A retired U.S. Navy Cryptologist, Devalle spent more than 20 years working operationally with the National Security Agency (NSA), defending the Global Information Grid (GIG) and countering adversary exploitation in mission-critical environments. His experience at the highest levels of national security gives him a unique perspective on cyber defense, operational readiness, and leadership under pressure.
Devalle's primary areas of expertise are Computer Network Attack (CNA) and Social Engineering, disciplines in which he received training and operational experience at the highest levels of the U.S. intelligence and cybersecurity community. This specialized background enables him to provide unparalleled insight into how cyber adversaries think, operate, and exploit both technical systems and human behavior.
Following his military career, Devalle transitioned into executive cybersecurity leadership roles, serving as a Cybersecurity Director responsible for overseeing cyber operations, enterprise strategy, business development, workforce training, and organizational cyber readiness.
The real battlefield in cyber is human behavior.

While supporting Texas A&M Engineering Extension Service (TEEX) programs and FEMA/DHS initiatives, he helped manage two multi-million-dollar FEMA and Department of Homeland Security-funded cybersecurity programs that delivered training, workshops, cyber exercises, and cyber assessments across all 50 states and U.S. territories.
As a Master Training Specialist, Devalle has trained and influenced tens of thousands of state, county, city, tribal, territorial, and critical infrastructure officials and employees on cybersecurity awareness, incident response, cyber defense, and organizational resilience. He is widely recognized for his ability to design and deliver impactful training programs for organizations of every size, from small local agencies to large enterprises and government operations, translating complex cybersecurity concepts into practical, mission-ready solutions.
Devalle also developed numerous cybersecurity curricula for FEMA and the Department of Homeland Security, helping prepare government leaders, emergency management professionals, and critical personnel to confront real-world cyber threats with confidence and operational effectiveness.
In addition, Devalle created one of the nation’s premier hands-on cyber range training environments, designed to immerse participants in realistic cyberattack scenarios that require live detection, response, decision-making, and recovery under pressure. He also designed and built a fully operational Emergency Operations Center (EOC) environment that runs in parallel with cyber exercises, integrating incident command, interagency coordination, crisis communications, and executive-level decision-making into the overall training experience.
Today, Devalle is the Owner of M3 Clay Consulting and serves as COO & Director of OPV Cyber, where he continues to lead initiatives focused on cybersecurity, leadership development, workforce readiness, and community impact.
